In 1991, six Anacortes residents organized the Anacortes Sister Cities Association. Their first objective was to find an international city and explore a Sister Cities relationship. The eventual choice was Lomonosov, Russia, a city located about 25 miles west of St. Petersburg on the Gulf of Finland. That was the beginning of a thriving Sister Cities relationship and it was the first of four relationships that would occur over the following years.
